Is AI training mandatory for public employees?
Law 132/2025 requires public administrations to adopt measures, including training, for responsible use of AI (Article 14(3)). Article 4 of the AI Act requires organisations that use AI systems, public bodies included, to support the AI literacy of their staff. Neither sets a number of hours or requires a certificate. How they apply to a specific body is assessed with its lawyers and its data protection officer.
Are the 40 hours in the directive about AI?
Not specifically. The directive of the Minister for Public Administration of 14 January 2025 sets at least 40 hours of training a year for each employee, on all subjects. AI literacy is part of basic digital skills, but it has no dedicated number of hours. Each body decides how to fit an AI track into its own training plan.
How is this different from Syllabus courses?
Syllabus offers online courses shared by all public administrations, including courses on AI. Our tracks work on your body’s tools, records and procedures, role by role, and end with a practical exercise. The two complement each other, and one does not replace the other.
Can an office use ChatGPT or Claude with the body’s records?
It depends on three things: the contract with the vendor, the data in the records and the body’s usage rules. That is why the choice is made before the course, with the digital transition officer and the data protection officer. During the course we use only the tool the body has approved, with the documents the rules allow.
Who should be trained first in a municipality?
In a municipality, training usually begins with the municipal secretary and senior managers, who set the rules. The digital transition officer and IT are trained alongside them, because they put the rules into practice on the systems. Straight after come the offices that handle the most personal data, such as the registry, social services and local taxes. The other offices follow. The exact order is set with the map of offices and tools, which is the first step of the programme.
